摘要
中印缅铁路规划已经基本成熟,并正在被付诸实施。中印缅铁路在国际路网中具有无可争辩的重要地位,并使中国,印度及其周边国家间海陆运输格局面临悄然而巨大的变化。中印缅铁路货运与海洋货运之间、中印缅铁路货运与青藏铁路货运之间存在竞争。与中印缅铁路运输有关的国际铁路货运规则亟待制定。中印缅铁路具有多方面的深刻影响。虽然中印缅铁路运输还存在若干障碍因素,但中印缅铁路建成后的区域货运新格局已经呼之欲出。
The project of China-Myanmar-India railway has begun to make progress in a phased way and will bring about a dramatic change of the cargo transportation situation in the region of the area.In terms of collateral competition between the railway cargo traffic and the maritime shipment and between the trans-border railway and the Qinghai-Tibet Railway,it is necessary to formulate a set of interstate cargo transport rules for regulating the China-Myanmar-India railway traffic as soon as possible.Although there are expected barriers in running the railway for the relevant nations,the new transport scenario will be quite encouraging in multiple aspects.
