摘要
构建国防文化建设长效机制,是国防文化建设适应时代要求的新课题。应充分认识新时期构建国防文化建设长效机制的战略意义;深入贯彻党的十七届六中全会和十八大精神,在改革创新中构建国防文化可持续发展的体制;落实并完善有关法律法规,坚持走依法建设国防文化的路子;加强国防文化专门平台建设,充分发挥它们的主阵地主渠道作用;坚持不懈地在"融入"上下功夫,拓展国防文化的建设平台和生长空间;大力建设学习型社会,营造人人学习国防文化的社会氛围;建立健全党政军群各司其职的制度,形成全社会齐抓共管的局面。
To set up a long - term mechanism is a new topic for the building of national defense culture to meet the requirements of the times. We should fully realize the strategic meanging of setting up this mechanism in the new period;deeply carry through the spirits of the Sixth Plenary Session of the Seventeenth Central Committee and the Eighteenth National Congress of the CPC, and build a system for the sustainable development of national defense culture during reform and opening - up ; Implement and improve relevant laws and regulations, and keep to the way to bulid national defense culture by law;strengthen the construction of platforms dedicated for the building of national defense culture, and bring into full play their functions as the main front and the main chan- nel;unswervingly make efforts in ＂integrating＂, and expand the development platform and growth space of na- tional defense culture;spare no effort to build the learning society, and shape a social atmosphere in which every one is learning national defense culture;and set up and perfect a mechanism in which the Party, the government, the army and the people play their own functions respectively,and form a situation that all forces of the society take part in the building of national defense culture.
