摘要
国家颁布实施的一系列科技创新政策,在少数民族地区经济社会转型中没有得到充分执行,致使科技资源闲置、浪费和流失,制约了少数民族地区全面进步与繁荣。导致这种后果的原因与科技创新政策执行难、政策无法得到充分落实密切相关。深刻分析了科技创新政策执行中的诸多障碍,如政策制定中缺乏对民族地区实际承受力的考虑、政策执行推进主体知识和能力匮乏、政策对象主体不具备足够的理解力和创新力、体制缺少外部监督等。这就要求加强科技创新政策制定环节的科学性和可实施性,全面提高政策执行主体素质和责任意识,提升政策执行对象综合能力和参与热情,积极调整政策执行体制,营造良好的政策执行环境等,以切实解决民族地区科技创新政策执行难的问题。
The series of scientific and technological innovation policies which were enacted by the government didn＇t play a significant role during the transition of the economic society in the ethnic minority areas. And this deficiency led to some depressing consequences, such as the waste and lost of resources and technology, the lag of the economic and social pro- gress and prosperity. The most important one is the difficulty in implementing the technological innovation policies. This thesis profoundly analyze these obstacles during the policies implementation, for instants, the lack of consideration of the actual affordability about the policies of these ethnic minority areas, the lacking in knowledge and application of the mainstay, the policy object does not have sufficient understanding and innovation, the lack of external oversight control system, etc.. So it is necessary to strengthen the implemental and scientific aspects of the scientific and technological innovation policy--making. Comprehensively improve the quality and the responsibility consciousness of the policy implementation mainstay, enhance the comprehensive capacity and the enthusiasm of the policy exeeuters, to adjust the structure of policy implementation actively, to create a favorable external environment, to solve the policy implementation problems effectively in the ethnic minority areas.
