摘要
文章分析了乡镇企业发展的现状，问题，以及对农村资源和环境造成的不利影响。在此基础上，联系农村可持续发展的要求，明确提出在乡镇企业“二次创业”中必须减少对资源的浪费．对环境的污染，确保安徽经济的可持续发展，并提出界定两种产权，进行三种创新的对策和措施。
This article analyzes the current status of the township enterprises, the problems they’ re facing, and the negative influence they have on the nature resources in the rural area. On the basis of this, the author clearly express the idea that in the “secondary promotion” of the township enterprises, we should assure the sustainability of the economy in rural area reduce the wastage of resources and the enviromental pollution. The author also gives the counter policies and measures to distinguish the two kinds of ownership(the township enterprise ownership and the natural resources’ownership) and to carry on three renewals(system renewal, management renewal and the technology renewal).
