By practicing the quality management and implementing the educational idea ＂putting people first＂ to all aspects of ＂China＇s Training Program Intended for Nationwide Teachers of Primary and High School＂, the author makes a study of ways of bringing human, material and financial resources into full play and mobilizing the enthusiasm of the training subject and improving the effectiveness of the training.
