摘要
民法知识的匮乏和民法意识的淡薄,公安执法过程对公民民事权利保护的忽视,使得目前社会中侵害公民人身权、财产权的现象频发。通过树立优良的行政文化,加强公安执法的舆论监督和程序监督,加强警察对民法知识的学习和民法意识的培养,能有效预防遏制此类侵权事件的发生,营造和谐的警民关系。
The lack of knowledge and weak consciousness of civil law together with the negligence of citizen＇ s civil rights leads to the frequent occurrence of infringement against citizens life and property by the police in their law enforcement activities. These happenings can be effectively prevented and a harmonious relationship established between the public and the police by ways of setting up a sound administrative culture, strengthening media and procedural supervision, enhancing the police their knowledge and awareness on civil law, etc.
