摘要
日本长期以来被当做"民主的优等生"或"共识民主"的代表,但对此种认识,有必要结合日本的历史进程重新考量。在近代日本,民主更多的是一种缺乏内在价值的形式和手段,并从属于"国权"这一最重大的背景。战后日本面临着美日同盟下国家建设方面的尴尬处境。目前日本政治仍是"铁三角"主导下的政治,"共识政治"的传统并不等同于"共识民主"。日本在观念体系上与西方的差异决定了政治制度的不同结果。后发国家必须更加深入地思考制度形式发生作用的条件。
Japan is often considered as a country that has finished democratization successfully. Many also think that Japan's democracy is typical "consensual democracy". However, these judgments should be reconsidered within the historical context of Japan. In Modern Japan, "democracy" was mainly a kind of framework or instrument without real democratic value, which should be recognized within the background of the overwhelming "Kokken" (similar to but not equal to "power of the state"). In post-WWII era, with the continuation of the US-Japanese Alliance, Japan is in face of the dilemma of nation-building. Japanese politics is still under the charge of the "iron triangle", and the tradition of "consensus politics" is not necessarily connected with "consensual democracy". Different ideology and ways of thinking between Japan and the Western countries leads to different practices of the respective political systems. The "later comer countries" must pay much attention to the precondi- tions of certain systems.
