摘要
在我国条条为主、条块结合的环境管理体制下,构建区域协调发展的环境政策体系是解决跨区域环境冲突难题的正确途径和方法。基于环境管理政策、环境经济政策和环境技术政策构成的现行环境政策体系框架,以五大区域为研究主体,七项对策构成了区域协调发展的环境政策体系。在管理政策方面,建议设立多部门多行业参与的跨区域环境保护协调委员会和构建责权明晰的区域生态环境保护责任体系,以节能减排和绿色GDP完善行政人员政绩考核体系,强化环境管理法规建设以健全生态补偿机制;在经济政策方面,主要任务是完善资源环境配置机制以优化区域产业发展方向;在技术政策方面,以生态型替代生态破坏型的产业置换机制和制定区域性产业准入与退出机制为主。
In China,there exists some limitations in current environmental administrative mechanism,such as principal linear leadership,linear and local leadership combined.So,constructing the system for environmental policy of regional coordinated development is a right way to solve the conflict problems of cross-regional environmental.The study is based on the current environmental policy system framework of China,constituted by environmental management policy,environmental economic policy and environmental technology policy.In five regions,seven countermeasures constitute the regional coordinated development of the system for environmental policy.In the management policy field,there are three tasks to act.One,it is recommended to establish a cross-regional environmental protection coordinated committee,constituted by multi-sector and multi-department.Second,to reconstruct the responsibility system of regional ecoenvironment protection and the perform assessment system used to administrative personnel.The former is characterized by well defined powered and responsibility while the latter focus on both energy conservation and green GDP.Third,it is important to strengthen the environmental management of the laws and regulations construction so as to improve the ecological compensation mechanism.In the economic policy field,the main task is to improve the environmental resources allocation mechanism to optimize the regional industrial development direction.In the technology policy,its main work is to establish industrial replacement mechanism from the ecological destruction mode to the ecological mode and to lay down the entry and exit mechanism.
