摘要
环境公平视角下的公益林补偿应立足于林业分类经营的政策背景,兼顾公众的的环境利益和林权主体的经济利益。首先应根据财政能力和公益林分布状况的不同,公平界定不同级别和不同区域地方政府间的补偿主体责任;其次应立足于＂弥补经济损失＂的补偿目标,通过差异化的补偿标准和补偿方式保障公益林经营者的公平受偿。
From perspective of enviromental equity the non-commercial forest ecological compensation mecha-nism should be based on the forest classification management system and coordinate the economic benefit and eco-logical benefit. The Central People’s Government and local governments at all levels fairly undertake the different ecological compensation responsibility according to the financial capacity of the governments and the forest resources status. The core of forest ecological compensation mechanism is to be returned back equally of each operator of non-commercial forest by the differdnt compensation standard and method.
