摘要
政治现代化中的基层群众自治 (包括城市居民自治和农村村民自治 ) ,它是中国社会主义民主政治建设的基础性工程 ,是中国群众性政治民主化的起点。其主要功能是 :为民主政治建设积累经验 ,创造社会条件 ,维护基层社会的稳定。但中国政治民主化的突破口不是基层群众自治 ,而是城市市民社会的自治。
Grass-roots autonomy in the process of political modernization,including town-dwellers’ autonomy and villagers’ autonomy,is basic for constructing Chinese socialist democratic politics and the starting point of Chinese political democratization.Its main functions are:accumulating experience,creating social conditions for the construction of democratic politics,and maintaining social stability at the basic level.The breakthrough of Chinese political democrati zation is not the grass roots autonomy,but the autonomy of the urban civil society.And the Chinese coastal cities,with developed economy and culture,will first arrive at the autonomy of civil society.
