摘要
随着社会经济的快速发展,我国危险化学品(危化品)的生产、运输和销售逐年增加。与此同时,危化品运输过程中发生交通事故所引发的突发环境事件已经成为我国各类突发环境事件中的第二大组成部分。通过统计分析2004年-2011年我国发生的交通突发环境事件,全面总结了此类事件的时空分布规律、主要起因和事故特点,并在此基础上,结合目前我国危化品运输的管理现状,提出了针对性强、可行性高的防治对策。
Abrupt environmental incidents handled or dispatched directly by Ministry of Environmental Protection has been 785 times from 2004 to 2011, in which 169 times are caused by traffic accidents that takes 22% , 21 times each year on average. Traffic accidents caused abrupt environmental incidents has no obvious inter-annual variation regularity, it increases from 2004 to 2006, reduces from 2008 to 2009, turns to 2007 level by 2010. Its monthly variation has obvious regularity, from January to June is high incidence season, from July to August is low-incidence season because of the burning weather. Characters and pre-vention measures are analyzed and discussed of these incidents.
