布坎南宪政经济学分析的重点放在规则是如何运行的,以及应该如何选择规则,布坎南认为纠正"市场失灵"不是用政府来取代市场,政府也会失灵,而是需要用一套规则来纠正"政府失灵",因为"政府失灵"的根源在于现行规则的失灵。布坎南批判了福利国家和扩张性财政政策的理论,他为补救"政府失灵"开出的"药方"是建立宪政规则来限制政府的扩张即通过采用政治活动的程序和范围约束、财政约束、普遍性原则、联邦制结构等对政府权力扩张施加宪法约束。他的这些观点对西方国家的政府改革起到了推动作用,也促进了"新公共管理"运动的广泛发展。
Buchanan' s research focuses on the rational reconstruction of the state.His purpose is to find a new theory which can prevent government failure.Constitutional Economics research program includes rules,how the rules run and to select the rules. Constitutional Economics is to impose constitutional constrains on the non - market decision,Buchanan has educed the conclusion that the government would function abnormally.In order to setde the problem of government failure,Buchanan suggests that a new constitution of the economic and political action should be founded in order to constraint the political action effectively.Buchanan' s theory has propelled the global government reform and new public management movement in a way.
