摘要
公共领域是民主社会的民主调控机制之一,公民在公共领域里通过自由辩论对国家政策和事务进行公开的评判与监督,形成公众舆论。公众舆论分为理性的公众舆论和非理性的公众舆论。前者有助于国家制定正确的政策,防止国家的专断;后者则可能会成为消解个人权利、影响社会稳定的消极因素。新闻媒体作为理性的公众舆论的载体承担着引导公众、疏导公众情绪的舆论引导功能。
The public sphere is one of regulatory mechanism in the democratic society. The citizens openly judge and supervise national policies and affairs through free debate in the public sphere, and form the public opinion. Public opinion includes rational public opinion and irrational public opinion. The former can help state to develop right policies and prevent the arbitrary; the latter may become the negative factor digesting the individual rights and affecting social stability. As a rational public opinion carrier, The press bears the function of guiding public opinion and dredge public sentiment.
