摘要
受供求关系紧张、不稳定的地缘政治变化、美元贬值、欧洲债务危机等影响,近年来国际原油价格持续保持高位,对国内外能源供应和经济发展产生了重要影响。围绕国际油价持续保持高位这一焦点问题,分析了高油价下全球炼油业的特点、国外炼油企业的策略和措施,探讨了高油价下中国炼油企业的发展对策。提出了优化战略布局,增强炼油企业集中度;加大原油深加工,提高轻油收率;提高装置能力,适应加工低质原油;重视节能降耗,提高资源利用率;实施精细化管理,提高效益;结合替代能源,实现加工资源多样化;加快海外炼油布局建设和发展,锁定原油资源等对策。
With the influences of tight supply - demand relation, unstable geopolitical changes, devaluation of US dollars,and Europe＇ s debt crisis, international crude oil price has been remained high in the recent years, which has exerted great effects on global energy resources supply and economic development. Based on analysis of characteristics of global petroleum refining industry and tactics of overseas petroleum refining enterprises, development countermeasures for Chinese petroleum enterprises under high crude oil price were discussed. Proposals were raised for Chinese refining enterprises to optimize strategic layout for enhancing integration degree of petroleum refining enterprises, expand deep processing of crude oil for increasing yield of light oil, increase capacity of plants for processing inferior crude oil, attach importance to energy conservation and consumption reduction for increasing availability of resources, execute delicacy management for promoting profit, using alternative energy sources for diversifying energy resources, accelerate construction and development of petroleum refining layout in foreign countries, fix crude oil resources, and so on.
