摘要
梳理了上海近年来土地利用中的主要问题,开展了典型行业地耗分析。针对上海土地供应中的结构性矛盾,提出以供定需的土地资源需求管理理念:实行土地总量控制,按照效率优先科学配置土地供应结构;培育开发区品牌输出,实现资源整合和产业联动;加大存量工业用地的二次开发,提升土地集约利用效率。提出土地政策的创新建议:以土地供给结构调整,推动需求结构、产业结构和要素投入结构调整;建立覆盖上海市各行业的用地节地标准体系;加快工业园区土地二次开发。
This study illustrates the concept of controlling demand for land, and utilizes it to address structural conflict over land supply in Shanghai. We have examined land-use problems and performed typical industry land-cost analysis. Our study indicates that under gross land control, land structure adjustments can be based on land-use efficiency. Particular zones of development can create uniformity and industry linkages in an area, enhancing the efficiency of land use. Based on this, we provide the following recommendations: adjusting the structure of land supply to promote changes in demand for land and in industry structure; establishing land-saving criterion for each industry; and accelerating re-use of land in industrial parks to promote land-use efficiency.
