摘要
综合分析我国天然气资源经济安全的研究文献,大致基于天然气的供需链,从生产、运输、储存、销售和使用各方面对天然气资源经济安全进行研究。对于天然气供应侧,多数观点认为应加大非常规天然气开发力度,完善基础设施建设,保证天然气战略储备和使用调峰;加强需求侧管理,理顺天然气价格机制,提高天然气使用效率。加强对天然气资源供应链的管理,离不开政府、企业和用户三者的配合和努力。
This paper mainly researches on the economic security of natural gas resources from the aspects such as production,transportation,storage,sales and use on the basis of comprehensive analysis of research literature and the supply chain of natural gas.For supply-side of natural gas,the most viewpoints are to make great efforts on the development of unconventional gas,improve infrastructure,ensure the strategic reserves of natural gas and peak-shaving,strengthen the demand side management,straighten out natural gas price mechanism to improve the efficient use of natural gas.This paper also points out that we can hardly strengthen the management of the supply chain of natural gas resources without the common efforts of government,enterprises and consumers.
