摘要
认为计划经济体制下的农村卫生防疫管理模式“条块分割”、“点面分治”、“责权分离”,已不适应日益扩大的卫生防病需求 ,严重阻碍着市场经济体制下的卫生防疫工作的发展。从农村卫生防疫工作行政管理与业务管理的双重属性 ,阐述了新形势下的管理模式、运行补偿机制、职能范围。呼吁改革现行农村卫生防疫体制。一条龙管理有利于防疫工作系统化、专业化。
WT5”BZ]The management model of sanitation and epidemic prevention under planning economy system already was not adapted to increasing demands of sanitation and epidemic prevention.It had hindered the development of sanitation and epidemic prevention work under the market economy system.This paper described the management model,operation,compensation mechanism,function range based on the double properties of sanitation and epidemic prevention work,which in cluded administrative management and professional management. The authors appealed that it was necessary to reform the exiting rural sanitation and epidemic prevention system.A integrative management model would be beneficial to systemization,specialization,netlization and sustainable development of the sanitation and epidemic prevention.
