摘要
根据国内外城市轨道交通线网建设成熟地区的发展历程,将城市轨道交通线网建设划分为起步建设期、快速发展期和线网成熟期3个阶段。为筹集城市轨道交通建设资金,应根据城市轨道交通每一阶段的建设特征、运营管理及开发经营状况,采取不同的低成本、高效率融资模式。通过分析融资模式在国内的应用实践,提出西安地铁建设的融资建议。
According to the development course of the area with mature developed urban rail transit network in China and foreign countries, the construction of China urban rail transit network could be divided into 3 stages include start construction period, fast developing period and network maturing period. In order to raise construction fund of urban rail transit, different financing mode with low cost and high efficiency should be applied according to construction characteristics, operation management and developing operation status in each stage of urban rail transit. Through analyzing application practice of financing mode in China, this paper puts forward financing suqqestions on Xi＇an underground construction.
