摘要
针对青岛市私家车的迅速发展所产生的社会和环境问题,本文从整体规划、道路管理、交通运力分配、基础设施建设、能源与资源利用等方面分析了问题产生的原因,提出了完善城市规划、优化停车场管理、建设智能交通系统、提高公共交通出行分担率、加强车辆管理、加强宣传教育、积极实践节能减排等建议,并指出政府是百姓的主心骨,政策起着重要的导向作用,只有法律作保障,才能发挥各项措施的功效。
With the development of private cars, many social and environmental problems were caused in Qingdao. The causes of the problems were analyzed from many aspects, such as the overall planning, road management, traffic capacity distribution, infrastructure construction, and energy and resource utilization. Various measures were put forward to solve these problems, such as improving the urban planning, optimizing parking management, developing intelligent transportation system, improving the public transportation, reinforcing vehicle management, strengthening public education, actively practicing energy conservation and emission reduction and so on. It was pointed out that the government was the mainstay of the people and policy played an important guiding role. Various measures could play a role in solving the problems only if make the law as guarantee.
