摘要
政策并非无条件地永恒不变。由于政策环境、任务和目标的变化、人们认识的深化及政策偏差和负作用的产生 ,在公共政策执行过程中及执行任务完成后 ,需要根据信息反馈对原政策方案作必要的补充或修正 ,即公共政策执行再决策 ,因此 ,公共政策执行再决策具有多方面的作用和意义。公共政策执行再决策不是任意的 ,它必须遵循一定的原则 ,才能保证它的及时性、民主性。
Policies are always changing For changes of environment and tasks, deepening of cognition and appearance of deviation and negative-effects in implementation, the original plans have the necessity to be complemented or amended in or after implementing public policies, ie. decision-making in implementing public policies. So its function and significance is in aspects. Decision in implementing public policies isn't made at will, but to abide by certain principles to ensure it prompt, democratic, scientific and efficient.
