摘要
政务信息资源是政府运作的核心要素与关键性产物,是否对其进行科学、合理、高效的管理直接关系到政府对内的行政管理效率与政府对外的公众服务品质。然而,针对任何对象的管理方法与方式、管理力度与效果的关键之处在于相关的体制建设。通过米歇模型分析不同信息化建设阶段我国对政务信息资源管理体制的需求变化,并梳理我国及地方政府的相关现行体制以及可能出现的趋势、有益性变革,在此基础之上对体制改革相关的实施策略进行探索。
Governmental information resources are the core elements and key products of the government operation, the scientific, rational, efficient management of governmental information resources is directly related to the internal administrative efficiency and the government＇s foreign public service quality. However, management methods and ways with any object, the intensity and effect is depended on the relative institution-building, through the Michelle model to analyze the changing needs of the different informatization construction phases, and sort out our national and local government＇ s current system and the possible trend, beneficial change, based on these institutional reforms. content to explore the strategies of implementation ofinstitutional reforms.
