摘要
运用DEA模型,以环境生产技术和方向性距离函数为基础,测算了河北省1980~2009年环境约束下的全要素能源效率;在此基础上,考察了结构因素对环境约束下全要素能源效率的影响。结果表明,改革开放30年来河北省全要素能源效率呈波动性上升趋势,但上升缓慢,近年达到了相对有效状态;长期来看,增加第三产业比重、降低重工业比重和煤炭在能源消费中的比重、加速城市化进程将有助于河北省能源效率的提高。因此,调整产业结构和工业内部结构、优化能源消费结构等应成为河北省节能减排的现实选择。
Using the DEA model, based on the environmental production technology and the directional distancefunction,this paper measures the total-factor energy efficiency of Hebei province during 1980~2009 under the environmental constraints,and empirically examines the effects of structural factors on the efficiency. The results indicate that the total-factor energy efficiency of Hebei province has shown a fluctuating and slowly upward trend since the reform and opening-up for 30 years, reaching a relatively effective state in recent years. In the long run, to increase the proportion of tertiary industry, reduce the proportion of heavy industry and coal taking in energy consumption,and accelerate the urbanization process will contribute a great to the improvement of energy efficiency in Hebei province. Therefore, Hebei should choose such realistic way to save energy as adjustment of industrial structure and industrial internal structure,optimization of energy consumption structure etc.
