摘要
实行城市污水集中处理的市场化是社会主义市场经济与水环境保护的客观要求。本文深入研究了国外城市污水处理的成功经验。就城市污水处理市场化进程中 ,建立什么样的投资、收费与运营模式进行了讨论。
Carrying out the marketization of sewage concentrated disposition in city is the demand of socialistic market economy and water environment protection in city. How to set up the mode of investment, charge and run of marketization of sewage concentrated disposition in city is a new problem that we must face. After reviews good experience of investment mode, charge mode and run mode in many market system countries, such as Japan, France, America, the author proves that single manage system, investment of multi-mode, charge mode and run mode of marketization must be adopted by combining Chinese practical status quo.
