摘要
政府对资源市场的过分替代以及在产权界定、市场培育、价格改革及相关政策配套方面经济职能的缺位造成了当前资源价格的扭曲,还导致了一系列经济社会问题。经济转型的特殊阶段、资源价格改革的复杂性以及落后的思想观念是资源价格改革困局中政府经济职能错位的主要原因。在明晰资源产权、培育市场主体、破除行业垄断、完善政策配套的基础上转变观念,积极推进以市场化为目标的资源价格改革是加快政府经济职能转变的重要路径。
The absence of government＇s economic function in the definition of property right,market cultivation,price reform and relevant policies as well as its over interference on market resource lead to the distortion of current resource price and a serious of economic and social problems.The dislocation of government economic function is mainly attributed to the special phase of economic transition,the complexity of resource price reform,and the backward perception.It is an important way to accelerate the transition of government economic function by promoting resource price reform aiming at marketization,and changing ideas based on clarifying resource property right,cultivating market subjects,breaking industrial monopoly and improving supporting policies.
