摘要
结合《科学技术评价办法》等科技计划和项目管理制度及科技评价活动实践,分析了评估与评审、验收在三大主体计划管理制度设置中的异同,探讨了评估与评审、验收在科技计划项目管理中的作用与功能区别,总结了已经开展的科技评估在加强科技计划项目管理中的作用,并对科技项目评估活动的开展提出见解和建议。
The paper analyzes the differences and similarities among evaluation, review and acceptance used in three Na- tional Science and Technology Plans, and investigates the roles and functions of evaluation, review and acceptance accord- ing to national science and technology plans management system. The paper also summarizes the effects of evaluation, re- view and acceptance used in science and technology project management, and puts forward some insights and recommenda- tions on evaluation to science and technology projects.
