摘要
行政特许是国家对有限自然资源、公共资源和特定行业的市场准入进行管理的重要制度,在社会经济管理活动中占有重要的地位。当前我国行政特许制度存在着设定范围不严、标准不清、操作程序过于简单等问题,与我国社会主义市场经济发展的需要和依法行政要求存在不小差距。因此,在重新审视和评价我国行政特许制度的基础上,提出完善行政特许法律制度对策建议,对于推动我国社会经济可持续协调发展,具有十分重要的意义。
The administrative approval is an important system of managing limited natural resources,public resources and specific market access of one country,which occupies a significant position in social and economic management.At present,the administrative approval system of our country encounters some problems,such as not very strict scope of establishment,not very clear principle and too easy handling procedure.There is a certain amount of gap between this system and the request of the development of our country＇s socialist market economy and administration according to law.Therefore,advice on improving the law system of administrative approval on the basis of re-examine and re-evaluate the system is of great significance to the continuable and harmonious development of our social economy.
