摘要
在30多年的改革过程中,中国探索出多种推动社会养老保障制度改革的途径,并在各种途径之间形成一定的互动和互补关系,但中国社会养老保障制度改革的机制仍然不完善。鉴于中国已经进入社会养老保障制度改革的深水区,应该加强社会养老保障的法律体系建设,建立缴费与待遇的自动平衡机制,构建完善而协调的社会养老保险改革机制,从而推动覆盖城乡的社会养老保险制度建设。
During 30 years＇of reform, China has explored a variety of reform paths which are interactive and complementary to promote the reform of social old age security system, but the reform mechanism of the system still needs to be improved. Given that China has entered into the critical period of the reform, the construction of the legal system of social old age security should be strengthened, an autobalance system between payment and treatment should be established, and a perfect and harmonious social old age security reform system should be constructed so as to promote the construction of the security system both in urban and rural areas.
