摘要
金融危机爆发后,美国政府迅速采取了包括加强制造业立法、增加先进制造业研发投入、扩大出口与贸易保护等一系列措施扶持制造业发展。虽然短期放松出口限制的政策有利于中国引进美国先进技术,但美国制造业发展战略的长期转变将阻碍中国高端制造业的发展,挤压中国传统制造业的生存空间。为尽快提高中国制造业企业竞争力,应完善制造业长期发展顶层设计,促进高端制造业与中低端制造业协调发展,优化企业规模结构与产品出口结构,积极反击贸易保护主义等。
After the outbreak of the financial crisis, the United States swiftly takes a series of measures. It strengthens the legislation of manufacturing industry, persists in increasing R＆D investment to the advanced manufacturing sectors, struggles to expand export goods and launches trade protection more to support the revitalizing of the manufacturing industry. Although the short-term relaxation of export restrictions will favor the import of advanced technology from the United States, the long-term development strategy shift of manufacturing industry will hinder the upgrade of China＇s high-end manufacturing and strike the development of traditional manufacturing. In order to improve the competitiveness of manufacturing enterprises, we should accelerate the improve the top-level design, develop the high-end manufacturing and low-end manufacturing in reason, optimize the structure of enterprises and export goods and counter the trade protectionism actively.
