摘要
国产材能否满足国际市场对木材合法性的要求关系着我国森林资源和国际林产品贸易的健康与可持续性发展。基于案头调研和实地调研结果,文章首先明晰了木材合法性的概念、标准及要求,总结归纳了国际上关于木材合法性认定及追踪的方法,系统分析了中国国产材合法采伐、运输和经营管理制度,中国合法木材的现状与问题,以及中国开展国产材合法性验证和追踪的可行性,提出了推动中国国产材合法性进程的政策建议。
Whether China＇s homemade timbers meet international timber legality requirement has an important influence on the healthy and sustainable development of China＇s forest resource and international forest product trade. Based on desk research and filed survey, the paper first defined what is timber legality, introduced their standards and requirements, and summarized the methods worldwide verifying and tracking timber legality. The paper also systematically analyzed the management system of China＇s forest resources, status and problems of China＇s timber legality, studied on the feasibility of verifying and tracking timer legality in China, and brought forward related policy suggestions on promoting timer legality process.
