摘要
目前,陕西榆林市一方面存在着大量的民间资本,另一方面农村基础设施建设却相对落后,因此如何引导民间资本参与和投资农村基础设施具有重要意义。本文探讨了榆林市农村基础设施存在的问题,并针对民间资本投资农村基础设施进行了可行性分析,提出了加强政府引导、扩大融资渠道、完善税收优惠等政策建议。
At present, on the one hand there is a large amount of private capital in Yulin city in Shaanxi province, but on the other hand the rural infrastructure is in relative low stage. Therefore, how to guide private capital to invest in the rural infrastructure is of significance. The paper discusses the problems in the rural infrastructure in Yulin city, makes the feasibility analysis on private capital＇s investing in rural infrastructure, and puts forward policy suggestions like strengthening government＇s guidance, expanding financing channels and perfecting preferential revenue policy.
