摘要
本文基于过程管理视角,从技术水平、经济效益、社会效益和生态效益四个维度构建了中试熟化型农业科技项目实施效果评估指标体系;运用模糊综合评价法,构建了项目评估模型;通过农业科技跨越计划的实例分析,验证了该指标体系的切适性及评价模型的有效性。研究认为,只有设定科学的评估指标,吸收终端用户农民参与评估,才能较为准确地反映农业科技成果熟化程度,为成果进一步推广应用提供可靠依据。
Based on the perspective of process management, an implementing effect evaluation index system for the test pilot curing - typed projects in agricultural science and technology is built on basis of four dimensions, including technological capability, economic benefit, social return, and ecological effect. An evaluation model is established by the means of fuzzy synthetic evaluation method. Both of the evaluation index system and model are applied to identify the implementation of Chinese leaping plan and the result shows that they are feasibility and efficiency. The proposal for the study is that only the index system is scientifically set by the end users, i.e. farmers who are evaluation participants, then the index system is able to reflect the curing degree of agricultural science and technology achievements better and provide reliable evidence for their further extensions and applications.
