摘要
为解决我国城市突发公共事件应急物流管理中存在的运作低效等问题,提出由政府主导,城市有关企业组织参与的应急物流联合体多级协同运作模式。在联合体信息平台建设方面,建立适用于物联网(IOT)环境下的,面向应急物流联合体的智能化多级协作信息平台模型。对该平台中各级系统的功能结构进行阐述。在面向不同参与组织的信息平台建设方面,构建若干通用子系统,供组织成员根据自身在应急物流活动中承担的任务加以选用,搭建自己的专用信息平台,以增强灵活性。探讨了平台实施中的注意事项。该信息平台具备实施可行性,建议选择国内部分大城市,开展物联网环境下的应急物流联合体信息平台的试点、推广工作。
In order to settle the inefficiency problems in logistics operation for urban emergency events in China,a government-led collaboration mode for emergency logistics union including emergency logistics management center,organizations which participate emergency logistics and emergency materials release points was given firstly,which consisted of government organizations,urban enterprises and social groups.To construct information system platform for emergency logistics union,a multi-level information platform model with intelligent decision support ability was built,which can be used in IOT environment.The functional structures of each system for different level were elaborated,especially the platforms for different organizations.General subsystems were created,which can be used by the organization members to construct its for constructing their own flexible information platforms.Key issues in platform implementation were discussed.The implementation feasibility of the information platform was demonstrated.It was suggested that experimental and promotion work about the information platform in IOT environment discussed above should be done in some selected big cities in China.
