摘要
通过对肥东县新农保试点地的考察,总结了肥东县在推进新农保过程中的成功经验,如准备充分、工作细致、实行全程代理服务以及进行了比较完善的制度设计。但是肥东县在推进新农保过程中仍然存在农户对政策的了解程度低、选择的参保额度低、政府财政补贴低等现象,这就需要加大宣传、制定灵活的缴费激励制度、建立基础养老金待遇正常增长机制以及发展农村经济来予以完善。
Through pilot investigation on new rural insurance in Feidong County,this paper sums up the successful experience in promoting the new rural insurance process,such as the adequate preparation,painstaking work,implementation of whole process agency service and perfected system design,however,there are still some problems,including that farmers＇ level on understanding policies is low,the selected insure amount is low and governmental financial subsidy is low,which requires to be perfected by increasing publicity,making flexible payment incentive system,establishing normal growth mechanism of basic pension benefits and developing rural economy.
