摘要
城市的发展有其自身的规律,城市与水的关系演变仅仅是城市发展中的问题之一,城市安全与防洪安全程度关系极大。本文从解释城市管理及综合减灾应急规则出发,借北京"7.21"暴雨之灾,重点分析城市面临水灾的脆弱性,引证中外古今城市水患的应对技术与管理对策,提出提升城市防洪安全程度的技术与管理对策。
Rules are implied in the development of urban areas. Among the problems that occur with devel- opment, the change of relationship between urban laud and water is merely one of them, and the relation- ship between city safety and flood control safety degree is critical. This article begins with interpretation to administration of the urban areas and the emergency rules of disaster mitigation, analyzes the fragileness of city/urban areas under flood-hazard with the example of the ＇7.21 ＇ flood in Beijing, compares the tech- niques and administrative strategies in different cities throughout the world and the timeline, and raises new ideas to improve the safety of urban areas under flood-hazard.
