摘要
香港职业教育的发展与成熟得益于其完善、科学而富有成效的素质保证制度和工作体系,素质保证制度是香港职业训练局近年来力推并取得巨大成功的提高职业教育质量的重要举措,是香港职业教育体系的重要组成部分,其具有制度设计理念先进、评价主体构成多元、评价指标明确科学、注重自主评价与激励等特点。素质保证制度对我们内地职业教育构建质量评价与保障体系中,在理念引领、系统架构、注重实效、质量文化等方面具有重要的启示和借鉴价值。
The development and maturity of Hong Kong vocational education benefit from its perfect, scientific and valid quality assurance system and working system. In recent years, the quality assurance system are the important measures, which VTC pushes and achieves great success; is the vital part of Hong Kong vocational education system ; has the characteristics in the following parts： First ,has advanced concepts in system design. Second, evaluation body constitutes diversely. Third, evaluation indexes clear and scientific .Fourth, it pays attention to evaluation and incentive. This system has the great enlightenment and reference value in theory introduction, system construction, focusing on actual effect, quality culture of our mainland vocational education＇s building the quality evaluation and assurance system process
