In the Netherlands, the area available for the rivers has decreased continually during the past centuries. The rivers are confined by increasingly higher dikes and more arid more people live behind the dikes. At the same time, the land behind the dikes has sunk due to settlement (soil subsidence). In addition, since it now rains harder and more frequently the rivers need to discharge a continually increasing volume of water. In the most unfavorable situation a dike breach could put 4 million dutch citizens in danger. For this reason, the Netherlands government is implementing measures to increase safety by protecting the rivers region from future floods. The rivers will be given more room at a total of 39 locations. These measures jointly comprise the Room for the River Programme. In addition to safety, the Room for the River Programme is investing in environmental quality : the rivers region is being made more attractive and appealing. The region will offer more room to nature and recreation. A total of 17 partners - provinces, municipalities, water boards and Rijkswaterstaat - are closely cooperating in the implementation of the Room for the River Programme thus ensuring participation of all major stakeholders. The Minister of Infrastructure and Environment bears the overall responsibility for the programme and provides the main funding to an amount of 2.3 billion.
