摘要
基于资源再生产业特征,从产业集群的形成条件、外部性理论和全球价值链三个不同视角,对资源再生产业集群的成因进行深入剖析,证明了资源再生产业集群完全满足集群形成的必要条件、充分条件、需求条件和社会历史条件;资源再生产业集群是多重外部性的集合体,集群化发展模式是通过市场化机制解决资源再生产业环境正外部性的有效途径,也是加强对资源再生产业二次污染问题的有效管理方式;而从全球价值链视角来看,资源再生产业在发展中国家的集群是"水往低处流"的必然结果,发展中国家融入全球大循环也是必然的趋势,集群化发展模式是资源再生产业发展的必由之路。
This paper analyzed scrap recycling industrial cluster （SRIC） from three perspectives of industrial cluster forma- tion conditions, externality theory and global value chains. Result shows that SRIC completely meet the four formation con- ditions of the industrial cluster： necessary, sufficient, requirement and social historical conditions. As a compound with multiple externalities for SRIC, it is an effective way to solve the environmental externality and secondary pollution of SRI under the marketing mechanism through clustering model. From the view of global value chains, SRIC occurred in develo- ping countries are the inevitable results which just like water flows downwards. Developing countries integrate into the global recycling is the necessary trend and clustering development model is the only way to the development of SRI.
