摘要
构筑了在使用农用土地时土壤侵蚀随时间变化的一般经济分析模型 ,并在分析中引入使用者成本这一概念 .本文得到以下结论 :1 .经济目标和可持续发展目标存在歧异 .一般而言 ,经济系统自身不能实现农用土地的可持续利用 .2 .农用土地的现期使用会导致未来经济利益的丧失 ,这一现象可用使用者成本来表示 .我国现行农用土地的制度安排会使农民的使用者成本低于社会使用者成本 .3.为了实现农用土地的有效利用 ,减少土壤侵蚀的原地外部不经济性 ,应延长农用地的承包期 .
An economic model of change of soil erosion of agricultural land over time is provided in this paper. Meanwhile, user cost is introduced in the analysis of land use. Three results are obtained: 1. Generally, sustainable use of agricultural land is not realized by economic system due to difference between economic objective and objective of sustainable development. 2. User cost of society are more than user cost of farmer in our country because of institutional arrangement of agricultural land. 3. The period in which agricultural lands are rented by farmers from the country should be prolonged in order to realize full utilization of the land and to remove on site externality of soil erosion.
