摘要 铁路行业内部技术联系密切的特点使其具有纵向一体化的要求 ,但运输市场竞争的加剧、技术及管理手段的改进已经使这种一体化现象发生改变 .“网运分离”并不是一个绝对的和一成不变的概念 ,我国国铁目前实行的就是一种效率较低的“网运分离”形式 .论文提出“网运分离”只能作为铁路改革与重组的手段和形式 ,以便使作为市场主体的高效率铁路运输企业能够真正形成 。 The characters of its internal close technological relations have made the strong vertical integration a necessity for railway system, but with the intensifying of competition in transport market and the improvement of the industrial technology and management, changes have been taking places in such integration. 'Separating Infrastructure Management From Transport Operation' is not an absolute and never changing conception, and its style adopted in our state owned railway system at present is of relatively low efficiency. This paper pointed out that to realize high efficient railway enterprises as the main body in the market, 'Separating Infrastructure Management From Transport Operation' could only be taken as a method and style of reformation and reorganization in railway system. It also puts forward four alternatives of railway reorganization.
