摘要
为迎接新世纪的挑战,水利行业要变传统水利为可持续发展水利,建设综合开发水的资源功能、环境功能、生态功能的大水利。而目前的流域管理体制是无法保证这一目标的实现的,应当根据新世纪水利发展的目标,强化流域管理体制。
In order to meet the challenge of the new century, water sector should change traditional water conservancy to sustainable developing water resources and set up broad water resources with functions of resources, environment and ecology. The existing river basin management institution cannot fit the realization of this objective and we should consolidate river basin management system in line with water development objective in the new century.
