摘要
提出了四种社区参与的类型:事务性参与、维权性参与、公益性参与和娱乐性参与。四类社区参与具有不同的组织结构,主要是由以下四个部分构成:居委会所延伸的参与网络、物业管理公司所组织的参与、业主委员会作为组织载体所形成的业主参与和外入性组织的所带动的参与网络。政府对四类社区参与区别对待,实行分类控制。娱乐性参与和公益性参与的发展基本满足了居民的需求,但事务类参与和维权类参与的发展滞后于居民的参与诉求。
This paper puts forward four kinds of community participation: participation of affairs management,participation of rights protection,participation of public welfare and participation of entertainment.These four kinds of community participation,with different organizational structures,are mainly composed of the following four parts: residents' committees,property management company,owners committee,and other organization beyond community.So the government deals with the above community participation in different ways and implements type control.In general,the development of participation of entertainment and participation of public welfare meets the demands of the residents,but the participation of affairs management and the participation of rights protection lag behind the needs of the residents.
