摘要
企业办医院是计划经济体制下的产物 ,其历史作用是公认的。但随着市场经济体制的完善 ,企业办医院的弊端也日趋明显。为此 ,按照党的十五届四中全会的有关国企改革决定和国务院 8部委关于城镇医药卫生体制改革指导意见精神实施企业医院分离 ,深化企业医院改革 ,对搞好企业改革是不可缺少的举措。当然 ,在深化企业改革、分离企业医院中要解放思想 ,转变观念 ;构建政府 企业 医院新型关系 ;要面向社会 ,改组改制 ;要明确政策 ,总体策划 ,分步实施 ,以点带面 ;要主动衔接 ,平稳过渡。
The running of hospitals by enterprises, a product of the planned economic system, has played a generally acknowledged role in history. Yet with the perfection of the market economic system, the running of hospitals by enterprises has revealed increasingly obvious disadvantages. For this reason, it is important to implement the separation of hospitals from their enterprise runners and deepen the reform of such hospitals in accordance with the decision of the 4th Plenary Session of the 15th Central Committee on SOE reform and the spirit of the guiding views of the 8 ministries and commissions under the State Council on medical and health system reform in cities and towns. This also constitutes an indispensable step in the reform of enterprises. Of course, in the process of all this, it is imperative to emancipate the mind and change concepts; set up new relations among the government, enterprises and hospitals; be geared to the needs of society and reshuffle the institutions; be clear about the policies, make overall plans, put them into action by steps, and use the experience of selected units to promote work in the entire area; and to actively work for a smooth transition. Medical institutions with the necessary conditions can provide services to society as profitable hospitals.
