摘要
产业结构与就业结构协调与否,对经济发展和就业有着重要的影响。本文首先回顾了改革开放以来,我国产业结构与就业结构的演进过程;其次,引入结构偏差系数、劳动生产率系数及就业弹性等指标,量化产业结构与就业结构不协调的程度;最后,着眼经济社会全面协调可持续发展的要求,建议扩大就业的总体思路为:"保持增速、优化结构、畅通流动"。
Whether the industrial structure is coordination with the employment structure has a significant impact on the eco- nomic development and employment. Firstly,this paper reviews the evolution of China＇s industrial structure and employment structure during the reform and opening up;Secondly,it measures the degree of disharmony between the industrial structure and employment structure by the introduction of structural deviation factor,labor productivity and employment elasticity coeffi- cient of indicators;Finally ,focus on requirements of comprehensive ,coordinated and sustainable economic and social develop- ment, we proposed that the general idea of the expansion of employment is to maintain growth, to optimize the structure, to flow smoothly.
