摘要
近年来,全国信访人数、规模、数量有增无减,甚至在有些地方上引发了连锁反应。而在这一过程中,作为行政救济的行政复议和行政诉讼与信访相比所收案数量不及其七分之一,可以说信访作为一种解决行政纠纷的重要渠道,其使用频率、关注度已远远超过了行政诉讼、行政复议,一个"大信访、中诉讼、小复议"的行政救济格局正在逐步形成。
In recent years, petition in China is characterized by the large number and scale, long duration, and intense behavior, which even causes a chain of reactions in some places. However, as the main forms of administrative relief, administrative reconsideration and administrative proceedings deals less than one seventh as the petition. Petition is increasingly becoming the most important way for a settlement of administrative disputes. A pattern of "grand petition, less proceeding, and lest reconsideration" has being formed.
