摘要
作为所有公共管理主体中最为重要的主体——公务员,在提供公共物品的供给时,同一个具有动机和目标的经济主体一样,具有某些经济人的属性,会受到利己心的驱动。利用手中掌握的公共资源来实现自身利益的最大化,其行为存在不同程度的自利性,利益冲突、角色冲突以及权力冲突普遍存在。只有对国家公务员的自利行为进行有效调控才能增强政府的行政能力,从而提高行政效率。
The public officials act as the most important subject in public management.When they offer public goods,they use a function of profit and cost comparison to justify their behavior.They will be driven by their private interest and use the public recourses.Different degrees of self-interest exist in their behaviors.Interest conflict,role conflict,and power conflict are widespread. Only to regulate and control their behavior effectively can administration ability of the government be strengthened,and efficiency be improved.
