摘要
我国产能过剩问题已经成为经济管理实践和理论研究的焦点之一。通过对相关文献的回顾,梳理了产能的概念、产能过剩的概念、产能过剩的表现形式与后果、产能过剩的产生原因与治理对策等问题。构建产能概念的三个层次,包括微观产能、中观产能和宏观产能,并分析产能过剩的三种定义,提出把产能过剩后果分为三个级别,认为产能过剩后果是确定我国产能过剩量化判断标准的着眼点。从而总结我国产能过剩问题的产生原因及其治理对策,以期为深化我国产能过剩问题的研究提供参考。
China’s excess production capability has become the focus in economic management practices and theoretical research.Based on some literatures,the paper expounds the conclusions of the relative research from the concept of production capability,the concept of excess production capability,performances and consequences of China’s excess production capability,causes and countermeasures of China’s excess production capability.The paper constructs three levels of the concept of capability（micro-capability,industry capability and macro-capability）,studies the three definitions of excess capacity.It is proposed that the consequences of excess capability can be divided into three levels,and the consequences of excess capability is the focus of determining quantitative judgment criteria of China’s excess capability.Then the causes and countermeasures of China’s excess capability are summarized in order to provide a reference for the research of China’s excess capability.
