摘要
针对高校劳动用工管理中存在的制度缺位、管理失范和权益保障工作中组织乏力、职能弱化等难题,分析了在高校内非事业编制人员规模将不断扩大的趋势下,关键是必须不断规范高校劳动用工管理和强化高校工会维权职能,才能切实保护高校非事业编制人员的权利,实现人力资源综合使用效益。
Colleges and universities are facing some difficulties, such as absence of system and anomie of manage- ment in the employment management, organization fatigue and weakening function in the rights protection work. This paper analyzes that with the size of non - career preparation staff in the colleges and universities constantly ex- panding, only by constantly regulating the labor employment management and strengthening the union' s function of rights protection, can the rights of the university non - career preparation staff be effectively protected and the com- prehensive efficiency in the use of human resources be realized.
