摘要
平度市通过企业改制和"退二进三"政策,在盘活存量土地、调整城区用地结构和加快旧城改造方面取得了显著的经济和社会效益。形势的发展不仅要求平度市在土地管理中把存量土地及时纳入有偿有限期使用的轨道,而且还要采取措施,促进用地结构和布局调整,保证国有存量土地升值增值,进而推动全市经济发展。
in recent years, through enterprise restructuring and" retreat" policy, good economic and social benefits have been gained in liquidizing the stock of land, adjusting urban land structure and accelerating the transformation of the old city. Accompanying with the development, not only stock of land should be used payabely, but also land use structure and layout should be adjusted in order to gurantee appreciation of state--owned stock of land and promote the economic development.
