To improve the local agricultural production conditions and increase the staying power in developing agriculture, it has full necessity for maintenance and supporting of irrigated area, the development of water-saving and irrigation, improve water use coefficient of irrigation, reduce the burden on peasants, increase local farmers＂ income, improve the regional ecological environment and implement watersaving transformation project in irrigation areas.
