英国现代学徒制与我国工学结合的比较研究——基于政策分析的视角 被引量:39

A Comparative Study between Modern Apprenticeship in the UK and Integrating Working with Learning in China—Based on a View of Policy Analysis

摘要 英国现代学徒制和我国工学结合是当今世界现代学徒制度的两种不同实践模式,两者同属于政府为推进职业教育发展而实施的国家政策。从政策分析的视角考察,尽管二者的政策目的相同,但是英国现代学徒制比我国工学结合更贴近行业企业,且具备更明确的政策实施要求和更广泛的政策适用范围,其实施效果更加明晰可测。在借鉴他国经验以及结合本国国情基础之上,国家应采取以下措施以促进我国工学结合发展:对工学结合进行明确定位;为利益相关方提供合作路径;完善国家职业资格相关制度;建立过程监督体系等。 The modem apprenticeship in the UK and integrating working with learning in China are the different practical forms of apprenticeships in the modem economy, and both of them are the policies implemented by governments for the development of vocational education. Observed and studied from the policy analysis view,the two different policies have the same policy aim,but modem apprenticeship in the UK is closer to the enterprises,has the more definite claims and the wider scope of application than integrating working with learning in China, and the implementing effects of modem apprenticeship are more clear and measurable than integrating working with learning. Based on the successful experiences of other countries and our reality,the government should promote the development of integrating working with learning via the measure as follows:such as making authentic interpretation of integrating working with learning, providing the way for the cooperation of each related groups, improving the institutions of vocational qualifications in China,and establishing the system of supervising in the process.
